Another milestone of EPC in the Czech Republic: the first project for an organizational unit of the State is the District Court building in Pilsen

The Plzeň-město District Cour is joining a number of public administration institutions that reduce their energy costs using the progressive EPC (Energy Performance Contracting) method. In the Czech Republic, this is the very first EPC project for an organizational unit of the State (OUS). The supplier of the EPC project – MVV Energie CZ a.s. – will contractually guarantee energy cost savings for 10 years.

MVV Energie CZ company is investing CZK 9 million in the modernization of the energy system of the District Court, while the invested amount will be repaid from future savings. These are 27% for heat and 18% for electricity. This will ease the burden not only on budgets, whose funds can be invested elsewhere, but also significantly on the environment thanks to CO2 reduction.

In addition, the input costs for the contracting authority are essentially minimal – partly because the majority of financing for the implementation of the measures will take place using subsidy from the Operational Program for the Environment (OPE) in combination with New Greenlight for Savings.

"The potential for energy savings in buildings in the public sector is generally very high. The implementation of complex cost-saving projects could lead not only to the modernization of technologies, but above all to the saving of operating costs, which could be used, for example, for development investments and the like," points out Martin Hvozda, Manager of the Energy Services Division of MVV Energie CZ, who is also the Vice-Chairman of the Association of Energy Service Providers (APES): "That is why we are pleased to be the first EPC supplier for OUS in the country. We are convinced that in the same way, other court buildings as well as other institutions in the state sector can reduce their energy costs."

The contract on energy services, guaranteeing a comprehensive range of services following the principles of the EPC method, was signed at the beginning of July. It includes, for example, project preparation, implementation of all proposed measures, and subsequent long-term monitoring and evaluation of the results of savings achieved.

Among the specific energy saving measures are the reconstruction of the gas boiler room, modernization of air conditioning units, control of heating in individual rooms, and also, for instance, the use of a heat pump instead of the existing electric boiler for the archive space. Furthemore, the entire lighting suite throughout the building will be replaced with energy-saving LED bulbs.

"The combination of these complex measures, which are always designed for a given building or area in the most efficient and economical way, and active energy management, means for the contracting authority virtually zero risk of not achieving future cost savings. The EPC supplier contractually guarantees this outcome. I am convinced that the pilot EPC project will assist the emergence of other projects for OUS, as well as the growing interest in the EPC method in the municipal area," explains Martin Hvozda..
